Based on #6790 (todo switch base to main when that's merged)

Implements "request cause tracing" to the app; the "cause" for a command invocation, like instance/refresh/filesystem_watch or navigation/instance/overview is passed along the Tauri invocation, which gets carried down to the fetch handlers & included in the request headers.

This is useful to trace what action triggered a request when investigating request spam bugs from the app.

It's tracked using the Referer header so it works better with Cloudflare analytics, as well as another modrinth-specific header.

Closes DEV-1240
