Copilot CLI rejects the monitor skill because its frontmatter description exceeds the 1,024-character metadata limit.
This shortens the description to 600 characters while retaining the page and web monitoring trigger coverage, and adds a focused Vitest check that parses every bundled skill frontmatter description and enforces the same limit.
