In the case of redhat-9 the pkg-config tool was failing when LD_LIBRARY_PATH=/var/cfengine/lib due to us vendoring an openssl version which mismatched the system version too much. LD_LIBRARY_PATH=/var/cfengine/lib PKG_CONFIG_PATH=/var/cfengine/lib/pkgconfig pkg-config libxml-2.0 --cflags rpm: symbol lookup error: /lib64/librpmio.so.9: undefined symbol: DSA_SIG_set0, version OPENSSL_3.0.0 Instead, include /var/cfengine/lib in the php binary rpath entries so they know where to look.
