docs: document GitHub App authentication in Process-PSModule

Summary

• add Process-PSModule documentation for GitHub App authentication in CI workflows
• document the reusable workflow secret contract (GitHubAppClientId and GitHubAppPrivateKey)
• document per-workflow token minting scopes for plan, build, and publish flows
• clarify GH_TOKEN step-level injection and the permission model distinctions (permissions:, installation ceiling, repositories:, and permission-*)
• wire the new page into Process-PSModule section navigation and zensical.toml
