Prepares the repository for the 2.8.0 release, mirroring the process used for gh-204 (2.7.2).

The 2.8.0 section covers the setuptools → meson-python build-system migration (gh-174). All other work on
mastersince 2.7.2 is either dependabot/pre-commit upkeep or already shipped in the 2.7.1/2.7.2 maintenance releases.
